Cow Mountain Recreation Management Area spans rugged terrain in Northern California‘s Coast Range, managed by the Bureau of Land Management as two distinct zones. North Cow Mountain offers a quieter experience with hiking trails, horseback riding, and hunting opportunities across oak woodlands and chaparral-covered hills. South Cow Mountain draws off-highway vehicle enthusiasts with an extensive trail system designed for dirt bikes, ATVs, and 4×4 vehicles.

Dispersed camping is permitted throughout the area, allowing visitors to set up camp in undeveloped locations away from designated sites. No fees or permits are required for camping, though amenities are minimal—pack in water and supplies. The terrain is steep and remote, so high-clearance vehicles are recommended for accessing many areas.

Recreational shooting is allowed in designated zones, and the area sees active use during hunting seasons. Summer temperatures can exceed 100°F, making spring and fall the most comfortable seasons for extended stays. Winter rains may render dirt roads impassable. Access points are located near Ukiah via Scotts Creek Road and Mill Creek Road.
